“JHA is a fragmented policy field that responds to different policy-making rules (intergovernmental and supranational. The development of a JHA external dimension is dependent upon two variables: states’ preferences and historical legacies. The different combination of those variables border management, counter-terrorism and rule of law promotion leads to different patterns and trends. The most general trend identified is that the JHA external dimension, applied to the Mediterranean region, is more dependent upon institutional processes (historical legacies and Member states’ preferences) than upon ideational elements. Contrary to widespread belief, the development of a JHA external dimension started well before 9/11 and was the result of various institutional factors, in particular path-dependency and states’ preferences.”

A maior parte das vezes por necessidade, outros obrigados por outros conflitos e guerras, e umas quantas mais pelo desejo de alargar o seu poder, há milhares de anos o ser humano tem emigrado, ou foi deslocado pela força para novos locais ou países, sendo um fenómeno que se repete actualmente, com o fluxo descomunal de cidadãos provenientes de África e do Médio Oriente para a Europa.

As previsões da “Organização Internacional para as Migrações (OIM) ”, calculam que mais de quatrocentas e trinta mil pessoas atravessaram o Mediterrâneo para a Europa, desde o início do ano, e cerca de duas mil e oitocentas pessoas morreram ou desapareceram nessa tentativa, e cujo número aumenta diariamente.
